Jim Hoare retired from the Foreign & Commonwealth Office (FCO) in 2003, having begun his career in the Research Cadre there in 1969. As such this book is very much the work of an insider with unparalleled access to a wealth of material, some of it not easily available. The latter part of the story is written with the advantage of personal knowledge and experience.

Yet this is no dry academic tome. One example of Hoare's gentle humour with which the text is leavened is: "This grey parrot, or perhaps a close relation, was clearly a noted inhabitant of the [Peking legation] compound." Truth stranger - and funnier - than fiction?!

I owe Jim Hoare a personal debt of thanks for the introductions which he wrote to two of my books available on amazon: The Diaries of Sir Ernest Satow, British Envoy in Peking (1900-06), Vol. 1 and The Semi-Official Letters of British Envoy Sir Ernest Satow from Japan and China (1895-1906). That debt may never be repaid in full, but anyway I wish here to salute and highly recommend this book by one of the leading experts on the history of British diplomacy in East Asia.
