This book describes a rather surprising balance of power between the Chinese central government and the provincial governments, in enough detail to convince me that political power in China works quite differently from what a study of other governments led to think was possible.Unfortunately, the book does little to explain how this can be stable. The "Power as Non-Zero Sum" subtitle hints at an explanation, but the book only devotes a few cryptic sentences to this subject.
The book's style is rather dull and plodding.
